Quantity Surveyor
JOB SUMMARY
The successful incumbent will be responsible for preparing cost estimates, audits projects, manage construction revenue and costs and administer construction contracts.
KEY RESPONSIBILITIES
Measurement and certification
- Maintain an up-to-date measure of the value of work done
- Produce monthly valuations/claims
- Validate, agree and signoff on final accounts with PQS and Sub-contractors
- Measure extra’s and VO’s
- Prepare and update final measures
Budget & Cash management
- Manage monthly payments according to due date
- Oversee cash expenditure in respect of the contract
- Appropriately manage the budget including ensuring that an accurate and up to date cash flow forecasting is maintained
- Claim interest on late payments
Contractual conditions, legal compliance and administration
- Ensure appropriate systems and controls of contract documents are in place and implemented
- Ensure contractual and commercial correctness including:
- Review contract documentation and brief subordinates and relevant parties in respect thereof
- Liaising with the Construction Manager regarding contractual requirements and ensure full compliance thereof
- Liaising with the Construction Manager regarding the optimal commercial strategy that must be followed in respect of the contract and its requirement
- Preparation of pre-construction documentation and follow up on signing of main contract documentation in liaison with Commercial Manager
- Oversee, co-ordinate and consolidate the submission and processing of claims
- Ensuring conclusion of all contract documentation (e.g. performance and payment guarantees, insurance, etc) in liaison with Commercial Manager
- Identifying and submitting insurance claims
- Identifying and formulating contractual claims in conjunction with the Construction Manager and Commercial Manager
- Ensure that accurate and timeous contract costing, reports and budgets are prepared and include:
- Monthly cost reports incorporating reconciliations of cost sheets, plant costs and late costs
- Waste control records and materials registers on concrete and bulk materials
- Updated budgets and forecasts
- Ensure subordinate staff maintain an accurate and up-to-date asset register and small tool register
- Ensure effective and efficient management of contract payments including:
- Timeously measuring and processing sub-contractor payments
- Timeously measuring and processing labour-only sub-contractor and supplier payments
- In conjunction with the Construction Manager, validate and approve creditor and supplier invoices and payments
- Ensure timeous, efficient and effective contract administration is undertaken including:
- Ensuring effective records management through the maintenance, collection, recording and filing of site records, instructions and correspondence
- Evaluation of suppliers and sub-contractors as preferred suppliers and sub-contractors against the approved suppliers lists
- Evaluation and selection of additional suppliers and sub-contractors to be included on the approved suppliers lists
- Approve bulk orders in liaison with Construction Manager
- Approve sub contract and labour only Sub-contract orders in liaison with Commercial Manager
- Ensuring placing of timeous and contractually correct orders
Estimation
- Review data to determine material and labour requirements and prepare an itemized list
- Call for tenders and/or quotations and assist buying department
- Prepare estimates for selecting sub-contractors and determine cost effectiveness
Staff management
- Guide, lead and direct subordinate staff so that they are able to achieve the objectives set for them
- Monitor and manage performance of subordinate staff in compliance with the Performance Management policy and processes
Cost Reporting
- Continuous, accurate cost information, analysis and cost influences are reported on
- Cost reports to be based on sound correct information and data to ensure continuous pro-active action and effective management of the process.
QUALIFICATIONS AND EXPERIENCE / MINIMUM REQUIREMENTS
- BSc Quantity Surveying(QS) or
- NDip Quantity Surveying (QS) or
- NDip Building Construction or any relevant qualification
- Professional Quantity Surveyor (Pr. QS), professionally registered
- Minimum 10 – 15 years related experience working within a PQS or consulting firm or engineering environment
- Contract Law and insurances
- Must have knowledge in WinQS, DimX, Bill and CCS
- Must have knowledge in JBCC, GCC;
- Knowledge on FIDIC and NEC3 will be advantageous
- Valid Driver’s License is essential
