Project Director/Programme Manager (Design & Engineering, Construction Supervision and Monitoring
JOB SUMMARY
- Closely collaborates with the Chairman & Project Managers in directing, co-ordinating and exercising functional authority for all, initiating, planning, executing, monitoring & control, integration, and closing of various projects within his area of assigned authority
- Drives the implementation of projects and the growth of Project Management Division. Provide supervision of teams on site and ensures that construction is completed on time by organizing, controlling, and monitoring implementation of project elements on Site.
KEY RESPONSIBILITIES
Project Management Duties:
• Develops project objectives by reviewing project proposals and plans; conferring with management.
• Determines project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from contractors.
• Determines project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates.
• Confirms product performance by designing and conducting tests.
• Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
• Maintains project schedule by monitoring project progress; coordinating activities; resolving problems.
• Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.
• Controls project costs by approving expenditures; administering contractor contracts.
• Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
• Maintains safe and clean working environment by enforcing procedures, rules, and regulations.
• Maintains product and company reputation by complying with international standards and state regulations.
• Contributes to team effort by accomplishing related results as needed.
• Ensure that all employees are supplied with the relevant tools required to perform jobs
• Formulate systems for smooth running of the projects to enable synergy and coherence
• Preparation of proposals, tender and contract documents for the infrastructural services mentioned above
• Do any ad-hoc office duties as assigned by the Chairman
• Incumbent is expected to carry out site supervision of construction works for short durations on sites as follows;
i. Attending site meetings
ii. Preparing reports
Community Liaison Officer Duties
• Develop ongoing strategies and education for community participation in research projects in conjunction with management
• Organise, attend and facilitate meetings with community groups and individuals
• Prepare meeting agendas for community meetings on project activities, make presentations, take and circulate minutes timeously
• Establish a monitoring and evaluation system to measure the coverage and impact of community interventions
• Prepare reports and assist in the dissemination of results to the community and stakeholders as needed
• Evaluate the process of community mobilisation and make adjustments as necessary
• Work closely with project teams to document and respond to issues arising from the community feedback mechanisms
• Supervise staff and educate staff in community dynamics, social and economic factors which may influence any projects in the community
• Assist with recruitment drives in communities
• Assist with awareness campaigns in various communities
• Facilitate and establish communications within various communities, municipalities and traditional authorities where applicable
• Advise on hierarchical structures in communities
• Assess political climate of areas of operation
• Promote positive image of South Zambezi in community through interactions with local media and community forums
People
- Incumbent to motivate the construction team as desired by the management and produce results as desired by the Executive Management
- Delegate work effectively to the construction team and sub-contractors.
- Promote participation of all staff members in presenting and compiling reports within the department to develop team dynamics.
- Can make on-site decisions in consultation with the contracts manager.
- Can facilitate discussions between various stakeholders.
- Sensitise and mentor staff on community networks and dynamics.
- Assign tasks to staff according to their skills and ability, that must be SMART (Specific, Measurable, Achievable realistic and Timebound )
Administration
• Ensure filing systems are maintained and up to date
• Ensure that employees operate within ISO standards
• Ensure correct filing and signing of documents as well as necessary approvals are obtained from clients and service providers Sensitise and mentor staff on community networks and dynamics
• To be aware of the chain of custody of documents
• Excellent report writing skills and editing
• Ability to produce reports and execute the assigned duties in time
Financial
• Can draw up a site construction budget.
• Can ensure project budgets are adhered to.
• To operate efficiently and make economically sound decisions on all projects
• Maintain knowledge on professional rates and fees
• Ensure three quote system is employed to have comparative costing procedures
QUALIFICATION AND EXPERIENCE / MINIMUM REQUIREMENTS
- Degree in Engineering,
- Professional project management qualification
- Professionally registered as a Professional Project or Construction Managers with recognised and relevant bodies
- Minimum of 10(ten) years in civil engineering construction & project management experience
- Staff management and relevant labour legislation
- Knowledge of Health and Safety legislation
- Knowledge of relevant company policies, processes, and procedures
- Computer skills with a good knowledge and ability to use Microsoft Outlook, Excel, Word,Ms Projects, and Design software.
- Experience with Water Treatment Plant, Water Retaining Pumpstations, Resevoirs and Pipeline.
- Valid Driver’s license is essential.
